Ding Xuexiang pointed out that we are vigorously promoting green development. The intensity of carbon dioxide emissions in 2022 has decreased by more than 51% compared to 2005. We are deepening the energy revolution. The proportion of non fossil energy installed capacity has increased to 50.9%. We will completely cease the construction of new overseas coal-fired power plants and supply 50% of the world’s wind power and 80% of photovoltaic equipment. We actively promote international cooperation in addressing climate change. Arrange special funds for South South cooperation to address climate change, exceeding 1.2 billion yuan, to support developing countries in enhancing their capacity to respond to climate change.
In the face of today’s climate change challenge, human destiny is shared, and all parties should enhance their determination and ability to jointly respond. Vice Premier Ding Xuexiang makes three suggestions. Firstly, we should practice multilateralism, adhere to the goals and principles set forth in the United Nations Framework Convention on Climate Change and its Paris Agreement, strengthen unity and cooperation, and achieve mutual benefit and win-win outcomes. Secondly, accelerate the green transformation, actively increase the proportion of renewable energy, promote the clean, low-carbon and efficient utilization of traditional energy, and accelerate the formation of green and low-carbon production and lifestyle. Thirdly, strengthen implementation actions, fully fulfill existing commitments, especially developed countries should increase their financial, technological, and capacity building support to developing countries, and make action oriented visions a reality. As a responsible developing country, China is willing to work together with all parties to build a clean and beautiful world.
The “3060 Carbon Peak and Carbon Neutrality” formulated by the central government is a systemic economic and social transformation with multiple goals and constraints. It requires a coordinated approach to development and emission reduction, carbon reduction and security, overall and local, short-term and medium – to long-term, establishment and breakthrough, government and market, domestic and international, and other multidimensional relationships. It is a historic breakthrough in reshaping China’s economic structure, energy structure, and transforming production and lifestyle. The proposal of the goal of peaking carbon emissions and achieving carbon neutrality will have a significant multidimensional impact on China’s photovoltaic industry.
