“The Belt and Road” adds “green” – Azerbaijan’s largest photovoltaic power plant project

The scorching sun is unobstructed, and the yellow soil is flying. On the open construction site dotted with scattered shrubs, the blue roofed and white walled prefabricated houses are particularly eye-catching, with silver gray steel piles neatly arranged, and workers wearing yellow safety helmets driving the drilling rig. In the Bilyasuwar district of southeastern Azerbaijan, Chinese companies are building the country’s largest installed capacity photovoltaic power plant project – the Bilyasuwar 445 MW photovoltaic power plant project.

Azerbaijan has a unique advantage in developing solar energy with an annual sunshine duration of 2400 to 3200 hours. The project is undertaken by Northwest Electric Power Design Institute Co., Ltd. of China Energy Engineering Corporation Limited. It is 182 kilometers away from Baku, the capital of Azerbaijan, and covers an area of about 1454 hectares, more than 2036 standard football fields. It is one of the key projects of China Arab joint construction of the green “the Belt and Road”.

On August 12th of this year, the first pile foundation was successfully constructed, marking the official entry of the project into the main construction phase. Fan Tao, General Manager and Project Manager of Northwest Electric Power Design Institute International Engineering Company, introduced that the project is expected to be completed in the second half of 2026.

Azerbaijan is rich in oil and gas resources and is one of the main exporters of traditional energy. To reduce greenhouse gas emissions and promote diversified energy development, Azerbaijan plans to increase the proportion of renewable energy generation to 30% by 2030. After the project is completed and put into operation, it is expected to generate an average annual power of about 890 million kilowatt hours, which can meet the electricity needs of 200000 households in the local area and reduce carbon dioxide emissions by about 670000 tons per year, “said Fan Tao.

According to the project execution manager Du Ning, the photovoltaic pile foundation equipment used in the construction will be transported through the “Xi’an, China Aktau, Kazakhstan Baku, Azerbaijan” multimodal transport plan, reducing the transportation time to about 21 days. Thanks to the logistics advantages of the China Europe freight train and the well-established Chinese photovoltaic supply chain, Chinese companies have demonstrated significant competitive advantages in the Azerbaijan market, “he said.

In recent years, China and Azerbaijan have continuously promoted cooperation in the field of renewable energy. With rich knowledge, ample experience, and advanced technology in this field, Chinese enterprises are increasingly favored by local governments. The first large-scale new energy project in Azerbaijan, the Gobstan Photovoltaic Power Station constructed by a Chinese company, was praised by Azerbaijani President Aliyev as a “remarkable achievement”.
