High-Level Meeting Finalizes Blueprint, Development Expenditure Provides Strong Support

This detailed three-year work plan was formally elaborated by Deputy Minister of Electricity, Water, and Renewable Energy, Dr. Adel Mohammed Al-Zamel, during a high-level meeting held at Bayan Palace. The meeting was chaired by Prime Minister Sheikh Ahmed Abdullah Ahmed Al-Sabah, focusing on major national development projects.

In his briefing, Dr. Al-Zamel emphasized that the core objective of the plan is to comprehensively enhance the efficiency and stability of the power system, while significantly increasing renewable energy capacity to meet the country’s growing domestic electricity demand and reduce reliance on traditional fossil fuels.

The timing of this meeting coincides with Kuwait’s development expenditure reaching a five-year high, providing solid financial support for the upgrade of the power sector. Data shows that in the first quarter of the 2025-2026 fiscal year, national development project expenditures have reached approximately 132.4 million Kuwaiti dinars (equivalent to about 434 million US dollars), injecting strong momentum into the implementation of ambitious energy projects.

Focus on Solar Energy: Major Projects Drive Renewable Energy Expansion

The expansion of renewable energy, particularly solar energy, is the absolute highlight of this three-year blueprint. The Kuwaiti government has clearly stated that it will rapidly increase the proportion of clean energy in the power structure by adding new solar power stations.

Currently, the country has initiated several landmark large-scale projects to support its strategic goals, including: the third and fourth phases of the Shagaya Renewable Energy Complex; and the Al-Abdiliya Solar Power Plant. These projects are the core pillars for the nation to achieve its 2030 renewable energy targets.

Deepening Kuwait-China Cooperation Becomes a Key Driving Force for Strategy Implementation

The formulation and implementation of this three-year blueprint are closely linked to the increasingly deepening cooperative relationship between Kuwait and China. The ministerial committee that announced the work plan was originally established to oversee and promote a series of infrastructure cooperation memorandums of understanding signed between Kuwait and China in early 2025.

In March of this year, the two countries further signed agreements, granting Chinese enterprises supervisory roles in the third and fourth phases of the Shagaya Complex and the Al-Abdiliya Solar Power Plant. The committee, with Assistant Minister of Asian Affairs at the Ministry of Foreign Affairs, Ambassador Sameh Jawar Al-Hayat, serving as rapporteur, regularly reviews the progress of these projects, coordinates to address implementation challenges, and sets priorities.

During its most recent meeting, the committee reviewed progress on cooperative projects covering multiple areas, including renewable energy, regional power grid cooperation, low-carbon waste recycling, housing development, and environmental infrastructure. The Prime Minister specifically instructed committee members during the meeting to strengthen coordination with partner country governments to ensure the smooth progress of projects. This cooperation has extended beyond the energy sector to flagship infrastructure projects such as the first phase of the Mubarak Al-Kabeer Port, which is expected to be completed in 2028.
